Can I PreBundle the cache folder so defaultpage loads faster

I want to make a default page load faster, but still point to a URL on our severs.
I figured I should check if I can pre-bundle the cache folder, as it should save me a lot of work building my own local-pages mechanism.
When we tried moving the cache aside, running again, deleting the newly created cache folder and copying the one we moved aside over it, it seems like it completely ignores the cache, and overriding it.
How does the cache work in CEF? Can I do something like pre-bundling the cache folder with my CEF-based app?

What indicates to you that it ignores or overrides the cache?
