Return key not working on web elements, works in input box

Return key not working on web elements, works in input box

Tabbing around the pages and entering links by pressing enter does not seem to work.
Pressing the return-key in input boxes (tried google and some others works though).

I tried adding "--off-screen-rendering-enabled"

No progress...

Any clues?
