Where does libcef.dylib come from?

I'm looking at CEFSimpleSample to try to learn how to use CEF in my project and it has a library, called libcef.dylib:

I'm new to both Cocoa as well as CEF, so, this might be a bit of a basic question, but, where does that file come from?

That is the old name for the "Chromium Embedded Framework" library which is distributed as part of the binary distribution.

I see. Thank you. Clearly CEFSimpleSample is very outdated. I wish there was a more current version of it.

That helped a bit but I found it lacking in explaining how to construct a new project from scratch that is not cefsimple.

Unfortunately any such tutorial would quickly become obsolete (as you've noticed with the original tutorial that you linked). You can use the CMake files included with the binary distribution as a starting point for building your own target configuration.
