Yes, you can build with VS2013 express. Sounds like you have a hardware issue with your computer.

but i don't know how to fix it.. coz i'm alredy repair my visual studio, uninstall and install again but did not run smooth

Your computed could be simply overheating. Compiling is a cpu-intensive task, specially parallel builds. Try to see if your computer is adequately refrigerated, i.e. clean out the dust of heat dissipators and try again.
