libgcrypt.so.11 required for DEBUG build, but not RELEASE

I've just set up a new Linux Ubuntu box (I've tried both 15.10 and 16.04) and had problems building the Debug version of the CEF 3.2623.1397.gaf139d7 package (as downloaded from https://cefbuilds.com/). The Release build compiles and runs just fine, but the Debug has an (extraneous?) reference to libgcrypt.so.11, which results in the error "libgcrypt.so.11, needed by ../libcef.so, not found".

My understanding is that libgcrypt.so.11 has been replaced by libgcrypt20.so since Ubuntu 14.04. This understanding combined with the knowledge that the Release does not use libgcrypt.so.11 makes me think something is wrong somewhere in the Debug build configuration scripts (possible even the scripts for building libcef.so in Debug). Not sure if this indeed is a 'bug', but it seems to at least be an inconsistency.

Figured you would want to know.
