Hi,
I'm using version 3.2704.1427.0 (win32) in Delphi XE3. In this version, when open the developer tools, I don't see the "Toogle Device Mode" icon that open the device emulator window.
Also, in the right menu "Customize and control DevTools" is not present the "Dock side" menu item.
Is this produced by something related with docking?

Are you seeing those options in Google Chrome at the same version?

Using 51 and I also don't have the device toolbar available. Were you able to resolve it?
