I am currently developing this in Window7 using Visual Studio 2005.
I don't see this issue in cefclient yet.
But, the program we made occurred this issue after calling cef_shutdown method.
You can see callstack and thread list below.

What CEF version? Please download symbol files and place the PDB next to libcef.dll so that the call stack is symbolized.
