Prevent opening new browser

Prevent opening new browser

Is it possible to prevent opening new browser when there is navigation or form targeting new frame name, but open it in parent browser?
I can do that in OnBeforePopup, but only for GET requests, because complete request is not available at this point. I've noticed other users were asking about this years ago so I wonder if there is something new with this issue.
