CETCompat needs to be false in .NET 10

CETCompat needs to be false in .NET 10

The CETCompat csproj property needs to be set to false for the subprocess EXE when building for .NET 10. This is because .NET 10 enables CET by default but it seems like either CEF or Chromium is not compatible.
