Proxy

Is it possible to set a proxy per app or per client? Per client preferably. I've tried running CefApp with cmd "--proxy-server="ip:port" " but doing that only shows a white screen instead of the webpage, or should it be done like that? I've used some free proxies from http://proxylist.hidemyass.com
