head charset not work

With cef_binary_1.1180.832_windows, in OnBeforeResourceLoad:
I use the |response| object to set HeaderMap with a header:"Content-Type:text/plain; charset=gb2312". And return a CefStream object in |resourceStream| to specify data for the resource.
But the component "charset=gb2312" of the "Content-Type" not works. The resourceStream will be treated as "utf-8" , no matter what value assigned to "charset".

I can't find "ResourceResponseInfo" mentioned in http://www.magpcss.org/ceforum/viewtopic.php?f=10&t=894. Could you give me some code to show how to use "ResourceResponseInfo" to set charset or where it is? Thanks.
