cef_binary_1.1364.1123_windows don't support html video？

I download cef_binary_1.1364.1123_windows and found it don't support html5 video
use the cefclient.exe to access www.html5test.com,found that all the video and audio support is disabled.

I compare the README.txt of cef_binary_1.1364.1123_windows and cef_binary_3.1364.1094_windows, and find some difference.
In cef_binary_3.1364.1094_windows, it mentioned that ffmpegsumo.dll enabled HTML5 audio and video.While in cef_binary_1.1364.1123_windows, there's no dll for audio/video.

why there has the difference between these 2 branch, for what purpose?

I'm totally new in cef, can somebody show me the way, thanks
