Hello,
It seems that since branch 3809 (and more specifically, this commit - https://bitbucket.org/chromiumembedded/cef/commits/ac2cc54e13ff1838c4484a4279ae73462a2caadf#chg-libcef/browser/osr/render_widget_host_view_osr.cc), the OnScrollOffsetChanged is no longer supported.
Up until now, CEF exposed this API via CefRenderHandler, but since that commit this method is no longer triggered.
Are there any plans of returning the support for this API call?

I'm not aware of any plans. You're welcome to add a bug or submit a PR to restore the functionality.
