Sometimes that happens with open source projects. I suggest that you build CEF/Chromium from source code and try to debug the issue yourself.

I have a build, but I am not sure how to debug the chromium code directly.
Is there any documentation on how to debug CEF / Chromium on macos?

Turns out we had not implemented the Plugin helper, thinking that our application had no need for plugins.
After digging deep into chrome. the plugin helper is used to satisfy the video capture device info (enumerateDevices) request.
After implementing this help in our application - it works as expected, cameras are provided in response to the js call
