Couldn't mmap icu data file

We have a custom CEF application (based off CEF 3945). While trying to setup DEV environment, I am seeing the following error:

log4cxx: No appender could be found for logger (ConfigLogs).
log4cxx: Please initialize the log4cxx system properly.
[0812/161928.778404:ERROR:icu_util.cc(183)] Couldn't mmap icu data file

The directory that contains icudtl.dat is provided in --resources-dir-path cmdline argument. Any idea why i am seeing this error?

Try putting icudtl.dat next to libcef.so.
