Cant seem to load cached cookies

I am having issues with preserving cookies between sessions. When I set cookies on "http://www.html-kit.com/tools/cookietester/" for example, then restart my application, the cookies I set are not seen by the webpage.
I have persist_session_cookies set to true and cache_path set to a directory, which gets filled with files.
As I set cookies I see the "COOKIE" file grow bigger, but they are never seem to get loaded into the page.

Im not very experienced with cef, so maybe I need to load the cached cookies for websites to be able to access them, but I have no idea how to do this or where to find information on this.
Any assistance on this would be greatly appriciated.
