CEF multy GPU

I'm currently develop aplication that will show 4 twitch streams, one stream per monitor
PC has two discret video cards. Each card is connected to 2 monitors via HDMI cable.
Problem is with GPU load. Sometimes first GPU load jumps to over 90%, this is why streams begin to lag and hang. At that time second GPU load is 0-1%
Is there any way to split load equal between GPUs?
Test PC:
Windows 10 Enterprise LTSC x64
i3-2130
4Gb
two GeForce GT 630
App is written in WindowsForms using CefSharp 84.4.10.0 and CEF 84.4.1+gfdc7504+chromium-84.0.4147.105 with ffmpeg proprietary codecs
