NTLM Authenentication not working anymore in OutOfBlinkCors

Even up to 108 there seems to be something not quite correct with the "407 negotiate" handling in CEF when used in the presence of a web proxy with NTLM. The only way I've been able to get our app to work in such environments is through the --disable-request-handling-for-testing flag. What further steps are needed to have a less "hacky" solution to this?

Woof. I may not know webrtc internals but I REALLY don't know proxies. I'll hope that someone more knowledgeable can come through then.
