i try cefclient.exe, and find out this :
cef 87 doesn't support high contrast
cef 92 support high contrast

why ? Is high contrast feature support after cef87 ?
If i want to support high contrast in cef87, what should i do ?

I'd suggest you upgrade. Version 87 is no longer supported.

Upgrading to version 92 should be fairly trivial, a lot less effort than trying to isolate, backported the changes and build CEF from source.

Upgrading to 93 or higher will likely be more complex, start with 92 and then allocate some time to upgrading to 93.
